APPLICATION PROCEDURE FOR INTERNATIONAL STUDENTS

ONLINE REGISTRATION

The Online registration form is to be completed and acknowledged by applicants. Prior to registration, you
are advised to check your eligibility with our Marketing Officer.

REQUIRED DOCUMENT

Complete the registration process and upload/ attach the following documents:

a) Academic Certificate, School Completion Certificate and Transcripts in PDF format. (Both original and English-Translated version if the original document is not in English)

b) Passport copy (PDF format)
i. Passport validity must not be less than 18 months from the date of admission or submission to college.
ii. All pages of the passport – including cover page are required to be in colour.
iii. Ensure that the page numbers of the passport are clearly visible.

c) Passport-sized photograph (JPG format)

i. Coloured with a white background
ii. Photograph measurement: Height (45mm) and Width (35mm)
iii. Strict compliance is required as per guidelines from EMGS website

d) Health Declaration
i. New international student is required to complete and submit the Health Declaration Form
in PDF format, which can be downloaded from EMGS Website
(https://visa.educationmalaysia.gov.my/guidelines/medical-screening.html)
ii. Student who are from one of these countries listed –
(https://visa.educationmalaysia.gov.my/media/docs/YFV_countries.pdf) are required to get
Yellow Fever vaccination and submit the copy of the vaccination certificate in PDF format
during application.

If accommodation is required, an application form must be fill and submitted at Meatech ATC Sdn. Bhd,
and a non-refundable fee is required.

PAYMENT METHOD

a) A copy for the Telegraphic Transfer (TT) receipt of the Application Fee is to be uploaded during online
registration or email or whatsapp to your respective counsellor.

b) All fee must be paid via Telegraphic (TT) Transfer to the account below.

c) Upon payment confirmation by the finance office and the entry requirements are all met. The Admission
office will issue a Condition Letter of Offer (CLO) and a scanned copy of the CLO will be email to the
student. After receiving the CLO, the International student will have to apply for their eVAL (electronic
Visa Approval Letter) approval using EMGS website or Meatech College will apply the eVAL on behalf
of the student, this process will take approximately 8-10 weeks.

International Students are advised to use the EMGS website to calculate their Visa Application fee

BASIC REQUIREMENT DOCUMENT FOR A STUDENT VISA APPLICATION

a) PASSPORT SIZE PHOTOGRAPH – Passport size photograph with WHITE background (35mm x
45mm).
b) COPY OF PASSPORT – Data page, copy of all pages (but if the pages empty no need to submit).

Note: Students originating from the countries listed below must provide a copy of ALL passport pages during the submission of student pass application to EMGS:
• Libya
• Iran
• Iraq
• Somalia
• Sudan
• Syria
• Yemen

i) Observation page (showing any extensions, clarifications of name, and previous passport numbers)
ii) Passport validity duration must be 18 months and above.
Note: For one-off Student Pass applications, the recommended validity is 12 months longer than the duration of study. For example, if the duration of the study is 36 months then the recommended passport validity is 48 months
iii) Special Pass or Exit Stamp (if applicable)

c) OFFER LETTER – A copy of your offer letter is required in order to apply for a student visa in Malaysia. If you are making an online application, you will only be able to fill out the form and submit an application once you have received a letter of acceptance/offer from your university/college.

d) HEALTH DECLARATION FORM – You will be required to fill up and submit a copy of the health declaration form which can be downloaded from EMGS Website to apply for a student visa in Malaysia. If you are making an online application, you are required to upload the scanned copy of the form.

e) ACADEMIC CERTIFICATES AND TRANSCRIPTS – Please provide copies of all academic records, certificates or transcripts of studies previously undertaken. If you are coming from a country which is considered to be at a high risk of yellow fever, you will be required to obtain the necessary inoculations before coming to Malaysia. You will be asked to provide your yellow fever vaccination booklet/card before you can clear Immigration

f) PERSONAL BOND – The Immigration Department requires all education institutions in Malaysia to sign a personal bond on behalf of the candidate, binding the University for a specified sum. To comply with this requirement, the institution will require you to lodge the specified amount for this purpose. This money will be returned to you upon completion or withdrawal of your study in the institution, on condition that there is no violation of any provision of the Immigration laws of Malaysia.

Note: The personal bond form can be submitted after you have arrived in Malaysia for the student pass endorsement. If the personal bond is submitted before the VAL is issued, any errors found will not affect the VAL approval process; however Institutions are advised to make the necessary corrections before the student pass sticker endorsement stage.

g) ENGLISH LANGUAGE REQUIREMENT – To apply for a Visa Approval Letter (VAL), candidate must upload the certificate as part of your application. The English Language tests which are accepted for Student Pass Application are:

• MUET (Malaysian University English Test),
• IELTS/ IELTS Online (International English Language Testing System),
• TOEFL iBT (Test of English as a Foreign Language),
• TOEFL Essentials (Online) (Test of English as a Foreign Language),
• PTE Academic/ PTE Academic (Online)(Pearson Test of English),
• Cambridge English – B1 Preliminary,B2 First, C1 Advanced, C2 Proficiency,
• Cambridge English – Linguaskill Online,
• Cambridge English – Occupational English Test (OET)(Conventional/Online),
• ELS – Certified Intensive English Programme Level (CIEP Level)

IMPORTANT! If you do not attach your English language certificate when creating your VAL application, your application processing may be delayed. In addition, you will also not be eligible to receive a student pass for the
full duration of your course.

h) Sign and return the acceptance page of the CLO to the college.

INTERNATIONAL STUDENT PRE-ARRIVAL PROCEDURES AND GUIDELINES

PRE - ARRIVAL

1) In the Home Country Instructions for Students:

a. Clearance of pending payments:
i. Kindly make the first payment stated in the CLO once you received your Electronic Visa Approval Letter (eVAL)
ii. If you are sponsored by an organization(s), please submit a letter of guarantee from your sponsor/awarding body.

b. Obtain Single Entry Visa (SEV) at Embassy/Consulate/High Commission of Malaysia.
Please refer EMGS website – (https://visa.educationmalaysia.gov.my/guidelines/sev-required-countries.html) to view the list of countries that require a Single-Entry Visa (SEV) before entering Malaysia. Please ensure that you receive a correct SEV as per the sample below. If you receive a different SEV, please inform the embassy officer immediately for correction before you leave the Malaysian Embassy or Consulate:

Alternatively, you may apply for an eVISA, which is an online application platform that enables foreign nationals to apply for an electronic visa to enter Malaysia at their convenience. The eVISA facility has been made available to International Students from all countries effective from 15 November 2021. This applies to all international students that require a Single-Entry Visa (SEV). International students can refer to the Malaysian Immigration Department’s website for further clarification regarding the procedures to apply for the eVISA at
(https://malaysiavisa.imi.gov.my/evisa/evisa.jsp)

Please refer to the eVISA Live Chat Support button at (https://malaysiavisa.imi.gov.my/evisa/evisa.jsp) if you
encounter any issues with the eVISA which operates 24 hours a day and 7 days a week.

c. Accommodation arrangements:
i. Make sure that you have booked and confirmed your accommodation before your arrival, either with your counsellor or through your own resources.

d. Arrival Notification
i. Make travel arrangements and inform Meatech College AT LEAST 7 DAYS prior to departure
from your home country.
ii. Complete and submit the Airport Pickup Request Form AT LEAST 7 DAYS prior to departure from your home country if you require pickup and/or arrival hall escort service.

2) International students may enter Malaysia regardless of their vaccination status. However, vaccination requirements are still subjected to the airline company’s requirements.

3) The Pre-Departure and On-Arrival COVID-19 detection test are no longer required.

4) It is not required to complete the “Traveller’s Card” information in the MySejahtera Application.

5) Students are required to download the MySejahtera app from the iOS App Store, Google Play Store or Huawei
App Gallery to complete all the required information three (3) days before the arrival date. Please refer to
(https://mysejahtera.moh.gov.my/ms/) for more information.

6) Install the EMGS Mobile App to track your application on your smartphone. Once you receive the VISA Approval Letter (VAL) from the Immigration Department, you are able to travel to Malaysia.

7) Before boarding the Airplane:

a. Before you leave for the airport, please be sure to bring along and have access to the following important documents:
i. Passport
ii. Original Copy of the Visa Approval Letter or e-Visa
iii. Letter off Offer

8) On the airplane
a. Fill in the Disembarkation Card.

9) Arrival at the Airport

a. Please ensure to receive a correct entry stamp from the immigration Department of Malaysia upon arrival at KLIA/KLIA 2, a stamp must be a special pass (SP) entry stamp and valid for 30 days as per sample below:

b. Meatech College representative will wait at the arrival hall meeting point, if the candidate have applied for the airport pick-up.

POST-ARRIVAL

1) Report to Meatech College Main office, Mantin.

a. All new international students must report to Meatech Main Office at 9.00am on the next working day. Please report on the following Monday if you arrive over the weekend.
b. You are required to:
i. Attend the New Student Post-arrival Briefing
ii. Fill up the necessary forms
iii. Submit the original, signed copy of the acceptance letter
iii. Present all relevant original certificates (for certification purposes)

2) Medical Examination at Panel Clinic Mantin.

a. Students need to attend the post-arrival medical screening at Panel Clinic at 9.00am after attending the post- arrival briefing on the next working day.

b. Medical screening must be done within 3 days of arrival in Malaysia. Students who fail the medical examination will need to appeal a second time. In case of failure to fulfil the second examination requirement, students will have to return to their home country immediately.

c. Students need:
i. To obtain the Medical Examination form, a blue background photo (1 piece), a passport, and the New International Student-Post Arrival Checklist
ii. To receive a medical acknowledgment slip from the clinic

3) Submit passport to Visa Processing Meatech Main Office,

a. Students are given at least 5 working days to settle all matters and must submit the passport of student pass endorsement (multiple entry) according to the schedule given during the briefing.
b. Original passport with at least 18-month validity
c. Entry Visa or Special Pass with at least 10 working days validity
d. Present the Medical Examination acknowledge slip
e. Fill up the undertaking letter and receive a certified copy of your passport

4) Attend New Student Orientation & report to Faculty/Centre/Programme Coordinators

a. Proceed with course selection & obtain the class timetable

RENEWAL OF STUDENT PASS

1) All documents MUST be submitted to the Meatech Main Office at least three (3) months (or not more than four (4) months) before the expiration date of the Student Pass.

2) Present the original passport (which will be returned to the student immediately after verification at the International Student Office).

3) If the validity of the student pass is less than three (3) months at the time of submission, please contact the Office to enquire about a special pass application.

4) Settle the outstanding fees.

5) Request for renewal clearance from Registrar Office.

6) Once the EMGS has approved the renewal application, you may submit your passport to Office one (1) month before the expiration date of your Student Pass.

7) The Approval for Student Pass renewal is subject to:

a. Student attendance must be at least 80%
b. CGPA 2.00 and above
c. Not exceeded duration of studies (Refer to your Letter of Admission)
d. Student must provide a valid reason for 3 consecutive days of absence from class.

8) The immigration has the right to cancel a Student Pass based on poor attendance, poor academic results and
exceeded duration of studies.

9) Should you fail to submit your documents three (3) months before the expiration date of your Student Pass, a penalty of RM30 per day would be charge.

10) Overstaying is a serious offence in the Immigration Department of Malaysia.

RETURNING HOME DURING HOLIDAY/INTERNSHIP (CO-OP)

If you intend to return to your home country during the semester break, holidays, or Co-Op, you must notify the International Student Office in order to receive advice on your next student pass renewal.
